Burqa or niqab is not mandatory. Its optional. But still its a respectful thing and it doesn't effect your wisdom or rationalism or leadership qualities. So no question of why a president can't wear it.

But as I said its optional thing. If its creating SOME REAL problems for you then you should stick to Hijab i.e. Scarf and covering whole body at least.
