It's from 1999, Spongebob Squarepants, was new at that time, so the most of the game is with Spongebob, but there are lots of others in it. It's a great game :D

And for the people who don't think it's Plankton, when you win all the Cups in 1P mode, who see a small cutscene where the car drives up and Plankton pops up and mutters "Well, this stinks." Before your character flicks him away. After this, you unlock him in 1P mode.
