In other words he is afraid of death panels.
It's a valid concern.
People scream about how Sarah Palin is ignorant and dishonest for worrying about death panels, but rationing is exactly how Obama pays for covering tens of millions of uninsured americans.
It is a simple redistribution of care from one group to another. That's how it is "deficit neutral". The savings from efficiency improvements are wildly exagerated.
