I think it's interesting that Ophelia is a fairly ambiguous character. She's neither pure villain nor pure "good". Yes, she kills both Romeo and Juliet, but if you think about her intentions (to stop Escalus from dying and keeping Neo Verona from falling), you can understand where she's coming from.

You also have to take into account the fact that she basically goes insane at the end. After that, well, to be truly evil, you need to be sane enough to actually think "I am evil."

But, for me, at first when Ophelia was introduced I thought "Ooh, delightful! A prophet to explain what the hell is up with this tree. :D" She seemed benign enough, until Juliet ended up at her feet under the castle. From there, well, it's questionable. Obviously she's seen as the evil character (you know, the whole "killing" thing), but in my opinion she could be seen as either evil or disillusioned.
