I think it's a question of approach. Getting people off drugs isn't that simple, or it would happen more easily. Meanwhile, keeping them healthy, giving them somewhere to go (where they do receive addictions counseling) protects the public from collateral damage, and in the science of change, arguably provides a situation where they might decide to make a change. Treating people like they are 'bad' until they do what you want is ineffective even in healthy populations.

I believe the funding for Insite actually comes from the province of BC... Healthcare is a provincial responsibility and Insite is a health facility. The federal government provides an exemption to the federal drug laws so that staff can run the facility, and people may access the services without being charged with drug possession - the exemption allows Insite to operate but the federal government does not fund it.

Pretty sure that's how it works... Please correct me if I am wrong.

Harm reduction works. It works to reduce the peripheral casualties of drug use, to keep drug users as healthy as they can be, to reduce crime and reduce transmission of illnesses. Demanding abstinence does not achieve these things. It is less expensive and more effective in terms of getting people to quit than any other program.

Because people with serious drug addictions don't just drop dead on the street - they spend countless hours in hospital emergency rooms, clinics, courts, jails, social service centres etc. People who have HIV and HepC require a lot of medical care and an enormous amount of money for meds. And in this country, they have a guaranteed right to access all of those things, whether we approve of what they are doing or not.

Due to lacking social support framework (thanks Stephen Harper, thanks Gordon Campbell) these people tend to be completely marginalized, essentially squeezed out of society. When you're deemed unfit to work and live on the street, drugs are going to be the ONLY you live for, that temporary reprieve from a grueling reality. It's too late to help most of these people, unfortunately, but INSITE mitigates the damage being done.

Addicts need to obtain illegal drugs through dealers, and in many cases I'm willing to bet they rob or steal to pay for their habit.
