If you look at the original text this story shows its self in a slightly different light. The KJV says "little children" mocked him but most scholars hold that the text is more accurately translated to "youths". Or "young people." (Your NIV will say youths) By calling the prophet "Baldy" the boys were likely comparing him to a unclean leper who must shave his head as an out cast. The Bible says 42 of the boys were mauled so there is no telling how many were actually present and mocking him.

The Boys probably would have been no different than a massive street gang by today's standards. They likely were posing a physical threat to God's prophet and God protected Elisha's life by sending bears. In the statement "go up baldy go up baldy." They were probably calling him a false prophet being that in the past God's prophets had gone up to be with God in heaven.
