Wouldn't Close Combat be better for Lucario since the rest oof his moves are physical?

It's mixed. They do exist for Pokemon that have stellar offensive stats on both sides.

To answer your question, no, I'm not stupid because I said no offense to his Gardevoir because I'm not sure if he raised it on Defense and HP so I wouldn't directly say if his Gardevoir is weak or not. Thanks for being extremely ignorant as to what I was saying.
