great tutorial. I got a good effect by duplicating all of the light streak layers (including rounded), and then mirroring them on the the other side.

how do u get the "apply" menu up?

Whenever you want to apply a selection or transformation, just click on your brush tool and select any place on the document(if not, just select the brush tool). The menu will pop up and ask you if you want to apply the transformation. In this case, I transformed it to a smaller size.
