man is lazy by nature, we want results fast and strengthening the pinky takes a lot of time and effort... that'd be my guess

Because it takes alot more practice to get that sort of dexterity into the little ones. But I guarantee, once you get them conditioned, the flow in your playing becomes so much more amazing. Slash heavily emphasizes the use of pinky in his playing, which is what helps him with his style.

...There are hundreds of different interpretations of a song. You can play the same exact note on different strings. Playing on the fifth fret of the low E string gives you the same note as playing an open A, and it moves along the fretboard in the same fashion. A 6 on the E is the same as a 1 on the A. This is very basic stuff, there are different ways to play every song that are going to come out sounding nearly exactly the same....
