I read through the Baker report and there was extensive radioactivity to the ships due to the sea water, which was also radioactive.

Fifth nuclear explosion of the "humanity", Baker isn't 21 megaton, it's "only" a 21 kiloton A-Bomb, so a little more than Hiroshima's or Nagasaki's. 21 megaton equals H-Bomb (and even more powerful than Castle Bravo test).
