We don't have enough evidence to conclude that Madara actually stole them. The story surrounding it is much too fishy, if you ask me. I'm having trouble believing that Madara..(In a blinded state..) forcefully plucked Izuna's eyes.

Izuna was said to have been Madara's equal. He awoke the Mangekyo Sharingan, shortly after Madara did. Izuna would've been able to fend off Madara, especially considering that he was blind. That's why I somewhat believe that Izuna gave him the eyes.
