I just used Phazon Beam on him constantly. With charged Phazon Bursts, I tore through the swarms around him. It's actually quite effective. Also, I read somewhere that if you bomb him when he goes into Tornado Mode it'll knock him out of it. I read that AFTER I beat him so I didn't get to try it.

i almost beat the game and each boos i played never died once except for the purple electric girl. i was distracting. i had all tanks and i think all upgrades but rental was due so sucks. but dude you know how to get things done in that game.
