The thing where the "tanggero" picks the next drinker is a little inaccurate. It might be true to some extent, but 90 percent of the time, the "tagay" or the shot goes around in a circle. People feel cheated if the 'tagay' skips a person or if a dude bails out on one so it's usually one person after another. After several rounds, one can already determine who's to drink next. -From a person who likes to be the tanggero :) Pinoy pride!
