An Amendment to keep Congress from taking on more debt would make it much better, though. Unlike the Maastricht treaty it cannot be ignored.

State level governing is NOT evil. At least, not in the way it is on the Federal level. Each state will have its own way of doing things. Some will embrace heavy central planning, some none, some moderate. I agree that central planning has more drawbacks than benefits, but the only way to demonstrate that is to let people try it out. The systems that work best will be emulated. It's like a free market of governments. The people will have their choice, while still protected by the constitution.
Some reason you haven't been paying attention to history? It is rife with examples of centrally planning business and business infrastructure. Central planning doesn't work well for any but the elite insiders who do the planning, irregardless of how local that planning committee is. Central planning is at it's core antithetical to individual liberty no matter what window dressing you put upon it.

First making them illegal has created a economic opportunity in Mexico that has spawned the warring cartels that murder tens of thousands each year. If you look at the rates of use and addiction from pre-1920 to now, they've barely fluctuated during that entire period. Prohibition simply doesn't work to begin with.
