Just for the record... FAS is an extremely rare condition that ONLY occurs in some of the offsprings born to alcoholic women, not all. Research has proven that the health condition of the women who give birth to these children is generally dire and caused by the fact that the live in poverty.
I would not at all consider it "extremely rare." Fatal familial insomnia is extremely rare. But alcohol itself poisons the brain of the fetus during development. Extreme apoptosis occurs from NMDA and GABA effects, while possible withdrawal can result in furthering excitotoxicity. Basing results off controlled testing is more reliable.

Especially in your country. Mental retardation can happen when a mother is seriously manutritioned and this is why the incidents of FAS occur much more often in low socio-economic communities. More alcoholic women are born with 'normal' babies than aren't and this fact needs to be addressed.
They are still born with fetal alcohol effect, if not the full blown syndrome. That mean minor lissencephaly, impaired causal effect relationships, etc. FAS occurs more in poorer areas because of increased drug abuse unless you can show me evidence that nutrient deficiency is often confused (or is the primary factor) with FAS.

@maxz41 Lots of babies are removed from their families if they are shown to have alcohol or drug addictions at birth. I've seen cops waiting outside of maternity rooms to escort social workers with newborns.
