They are technically puppets, they are actors in a motion suit with someone doing the voice. They're rendered in real time so it's less scripted feeling. There's an article in Popular Science about it.

My grandchildren (5,6) love this show. Yesterday was the first day, I decided to DVR it since they have to leave for school mid way through show. First thing this morning when they arrived they headed for the family room to watch the Sid Sciene Kid. What a perfect way to leanr science and to become more aware of science around him. I teased them yesterday that when I dropped them off at work I would get out and dance like Sids mom. They both yelled NO WAY grandma.

These are not muppets at all.. it's a CG cartoon.. like many others out there. Jim henson company does not own muppets (sans sesame streeters) any more.. disney does.
