I have no experience in the military so I can't be sure, but my guess is that this is probably from a military base TV channel or something - maybe Okinawa? Probably why it seems so poorly produced and why this guy isn't very 'newsy' (for lack of a better term). Reminds me of the news channel in Elk Snout from the movie Overboard.

@swordofisis Japan is about the size of California, so if there were this many meltdowns in CA you can bet people would be evacuating out of state. Since Japan is an island nation, there's really nowhere else to go, thus the evacuations out of country.
