If it's war, it's absolutely irrelevant, how "poor" a country is.
It only counts, how high your DGP (domestic-growth-product) is.
Richness is then just the sum of all the products and services a country can produce.
And befor WWII Germany had good regions within its boarders for the production of war-machines(carbon and steal), like the Ruhr-area and the former german Elsass-Lothringen, meanwhile the techniques for manufacturing were already there.
