I dont think that PT Cruiser that went over the line meant to do that, from what I see it was simply pulling up to turn left when the light changed yellow, nothing it could really do.
I agree that would be the smart thing to do, but could you imagine what would happen at 1:12 after that black car turned right, the pickup is already there turning left. The Cruiser would no doubt cause more trouble.
Just re-watched the scene again. The PT Cruiser was really too far behind the black car, but was in front of the stop line. The black car was further into the intersection than what can be seen in the video. So, they (the PT Cruiser) would've been too tardy to turn left and would've held up traffic.
But, if you aren't behind the line at this intersection, it really affects traffic turning left toward I-85/285, as was shown in this video.
