The claw does not switch sides because the game would not be balanced if it did - the arm has to travel longer on one side than the other, but it has to do it in the same time or else you would have a disadvantage when fighting on one side of the screen. So (all) characters switch which arm and leg they use depending on where they are standing, not just Claw.

you can get a pc mod that changes character moves a little and allows you to do different things with them. Maybe he is using this mod, I'm not sure. You can download this particular mod and tons of other character skins and stuff at sf4mods. just google it :) I'm gonna be putting up some different skin mods for sf4 any day. You can also get a ssf4 mod now for the pc that gives you cody etc

It has nothing to do with the fact that Capcom publishes the game in Japan, because they didn't DEVELOP it, they just published it. SCE Santa Monica still made the game. Also, Soul Calibur is a Namco game, nothing to do with Capcom, so it wouldn't make a difference who published the game in Japan, Namco asked SCE Studios Santa Monica and got the approval of the developers there. This is just a mod, anyway.
