In this scene, Kirk is trying to PURPOSELy get Spoke angry in order to snap him out of some love sick spell he's under. If you noticed, Spoke laughs early on, indicating for a Vulcan, that he's not in the right frame of mind. Spoke was about to resign hs commission and walk off the enterprise for good. Kirk wasn't going to let him....also...Spoke AKWAYS had a pretty bad temper.

Well, actually Kirk was a racist in a way. He hated Klingons. At least until the end of the last Star Trek movie with the original cast (Star Trek VI The Undiscovered Country). But he had a good reason for hating them, they killed his son that he only knew for like a week.
