I would imagine the whole cruise is of like-minded people and bear in mind that it sets sail so anyone who just shows up to hang out in the parking lot gets left at the docks. If a few people get out of control, they have ways of dealing w/ them.

I went on a cruise a few years back - much smaller scale than JamCruise, It consisted of 4 local bands and we (music fans) were not the only ones on the ship. Even though it was a similar crowd to JamCruise there was not a single problem.
