You are right. It changed in 2008. I would give her a 6.5 then. Not a band 7 perormance but she was a 7 in stage 2. In stages 2 and 3 she is more of a 6.5

As for her score, I'd just give her a 6. She is about a 7 in stage 1 but she has too many hesitation problems, repetition. She's about a 6-7 in stage 2. The crucial stage for her is stage 3 - this is where she reaches her limit, stumbles and makes a number of errors and is unable to use complex sentences competently - a 6. Realistically she's about 6.5 but there's no .5s in the speaking & she's more of a 6 than a 7.
@nblumer I got 5.5 in the speaking test. So, I cannot believe that there is no .5s. There are several examples of .5s in the DVD IELTS SCORE EXPLAINED which is promoted by IELTS website. Finally, I said 7 because it is one example of the official guide of the IELTS, where they show thre examples 5, 5.5 and 7, but I am not a trained examiner as you.
Anyone knowledgeable willing to guess how much she'd get? I reckon she'd receive a 7.5-8.5, I think she's really articulate, probably lives in the English speaking world since a young child.
@carlosalbertohm Probably you are right; even though her pronunciation and accent are quite clear and neutral, she makes some basic mistakes (grammar, vocabulary choice) that probably set back her final score a couple of points.
