Buka is so much more "alive" than Arawa ie electricity, cars, development etc. What is behind the push for Arawa to become the "capital" city of Bougainville?

well, Buka is more alive because everything moved there after the crisis. up to now, there are still no-go areas on the mainland. i think moving back to Arawa will be like another step towards rebuilding Bougainville.
