that is a pyle gyra or sometimes a mars light light that was a warning light on some of the ic's freight & passenger locos , the gyra light rotated in a circular motion & the mars light rotated in a figure eight motion
What kind of light was that wavering between the number boards on the lead locomotive, never noticed that light wavering like that when I'd see the old Illinois Central Gulf Freight Trains come through the city I live in back in the 1980's, but the video is really cool. :)
