The natural way is to let the leaves compost over years like in a forest. However if you are disinclined to do that, or don't have the time, you can call an arborist to inject mycorrhizal spores into the soil under the drip line of the tree. If your organic content is less than 3% (use a soil test for this information) mycorrhizae will almost certainly be deficient and needed.
