I got the collector's edition when it came out...big mistake. the shotgun and sniper rifle...two gung ho noob weapons. I'm doing a pacifist/ghost run and both these things are hoarding precious space. i'm dropping these x_x

Pretty sure there's a ladder behind the billboard near the limb clinic that'll let you get up on that roof as well. Can't remember if any other augments are needed but that's how I got there.

Just FYI for everyone else- he has the leg mod that increases your jump height. You can still get up there if you don't have it though by building a staircase on top of those boxes with barrels and boxes from the gas station and the alley. Also, you only get 3 bullets with the sniper... and you don't get any ammo for a long while. I recommend selling it to the arms dealer for a ton of money.
