Law for plate light is that you don't need another lamp, but light needs to be white and legible from 50ft away. However, I know people who use blue and green lights that never get pulled over so I don't think red would be a problem. I think the key part is the legible at 50ft bit. If you do get pulled over it'll just be a fix it ticket. Can always get LED bolts if it still bugs you.
