You have to buy it off the PSN. It's in a set for 300 yen for both costumes. You'll have to make a Japanese PSN ID, then hit up your favorite import shop (or ebay) and buy a Japanese PSN yen card.

@EclipseNoob Well, you certainly don't seem to be able to understand English. You have to create a new PSN account that's set to Japan. There are tutorials online if you google for them. Then you can access the Japanese PSN and buy the costumes. You'll need to use yen, which means importing a Japanese PSN card.
