He was often bullied, and the German children would pretend to be Nazi soldiers on the playground. It's not really a political point, it's Dee Dee working out his demons; saying "fuck you" to the little Nazi bullies. The lines "I'm a shock trooper in a stupor Yes I am" were used as a replacement for "I'm a nazi baby I'm a nazi yes I am", which the label wouldn't allow.

Dee Dee was just goofing, he grew up in Germany and used to dig up Nazi helmets in fields. Joey is (was) Jewish, they were goofing on Hitlerism, not at all supporting it. The Ramones are my favorite band, they pretty much sank disco in the 70's, and started Punk. Dee Dee was constantly getting pushed around in German schools, and they pretended to be Nazis when playing. That's what the song is about.
