Yes This is played in Eb or a half step lower than standard, just move everything from the book down one fret

The BOOK is correct...standard tuning.

SRV played everything a half step down, books put everything in standard tuning so that people who are actually using those books don't need to mess with those weird things on the headstock called tuning pegs
