lol, no dude its not cheating. You see, if you keep exercising for only your one arm, the muscls for that arm would definitely grown and thus you will have abnormal growth in one of your arms. Most people have a lag of strength among their two arms. Its jsut that this guy, has much more than uiseal(due to his increased training of only one arm). Take care
I know what you are saying, BUT i have never seen an arm that big before even on a proffessional bodybuilder , and you can see that their is no definition in the arm it just round. So my theory is that this guy only works out one arm but he also injects it with a substance to make it look bigger. The pakistani guys arm you can see that its muscular and fit, and not gigantic and he wins with it!
I hope thats not his whack off arm it looks as if he'd rip it off

No question about it, you can see his arm has edema in some of the photos I looked over.
He's injecting growth hormones without a doubt. Exercising would get RID of edema not cause it.
