Severe penalties should also be imposed on companies (particularly in the motor vehicle industry) who are buying out the enviro friendly car companies, only to crash them into the ground so they are not a threat.
evicting Bush would also be a good start as he is not going to be any help at all when he remains loyal to all his big texas oil company mates.

What i would propose is the promotion of solar energy and other clean energies (hydro and wind etc). I would also be imposing huge taxes on big pollutors to make them change their ways. petrol (i think the yanks call it gas) prices should be raised as they are far too cheap which is encouraging people to use it more (look at Turkey for example, they are paying about $12US per gallon).
We can look at the way we've treated global pollution; Look at corporations still pumping Sulfur Dioxide into the air, notice the poisoning of soil from heavy metals such as Mercury and see how our fresh water is contaminated by chemicals and other pollutants.
These politicians throw taxations on it all to encourage a LIMITED destruction of our planet. They refuse to fix issues becauseed their focused on profit margins and their own stock increases.
The Only thing that makes the Chinese ecomony big is number of the population in the country, you cant possibly demand China to do as much as a fully industrilized country like the USA.,
Human use of fossil fuels (and human production of carbon dioxide and other greenhouse gases) have practically nothing to do with climate change, despite the current hysteria on that topic. However, air pollution continues to be a very serious problem. I'm afraid the only way to get the Chinese government to reduce their air pollution is to convince them that it's in their best interest to do so.
Problem is, many factories in China, specially those in rural area, small factories will have to be shut down it u introduce more strict enviromental regulations, Considering China is still a much much poorer country compared with USA, with only 1000$ BNP compared with 40000$ of USA, the USA should take up responsibilities.
Good luck! China and the 3rd world are having their industrial revolution and there's no way they are going to sit for us to dictate how they can pollute...their attitude is "it's OUR turn now." And, so long as the U.S. continues to eschew manufacturing in return for selling its future so cheaply or imported goods, the situation will worsen.
