Well technically, they were released in both years, but there is only Formal Funk collection, hence the commercial saying "Prom 2003" and the boxes saying "Limited Edition Prom 2003" across the top of the celophane, meaning they were intended for 2003, but like most end-of-the-year products, they were still being shipped into 2004.
