They finally started to look at who and why people were fighting, and dealt with the economics of the situation.

The point of the Surge was to create a militirzed zone within Baghdad so the central government could make key policy decisions without constant attack or threat thereof. In that effort it failed. The Iraqi gov't went into and out of the Surge with almost no forward decisionmaking. The violence continued unabated.

@bbeaugez That was the time when deathsquads, dressed as Iraqi military in many cases, were rounding up opponents, beheading them and leaving their bodies to be found, usually in twos and three, all over the city. This lasted until the last of the opposition was either forced to flee or had been killed. The Surge, by all accounts had little to do with stopping the sectarian violence within Baghdad and only those who simply deny facts or didn't pay very close attention could claim otherwise.
