Mayor Bradley and the Police Chief of LAPD grossly underestimated the reaction of the community to the King verdict. They told the National Guard that they didn't need them. That's why the NG was slow to deploy. If the Mayor or Chief had told the NG they were needed before the riots, the NG would have been prepared to move immediately. Also the LAPD didn't realize the full scope of the riots until almost a full day later. Slow reaction on all parts.
