No, I don't think you HAVE to sing in english. This song was actually made by Simon Cowell, from American Idol. But he somehow wanted them to sing an english text (lyric) in italian language (I think it is)

They were created by Benny Andersson and

Björn Ulvaeus, who were in Abba group.

Obviously Simon wanted them to sing in Italian or Spanish, because they would have accent in their singing. (most of them aren't English speakers).
