Two issues at hand. 1. You asked "who" is Lam. The other you raise is; 2. Was Aliester Crowley under the influence of any mind altering substance as a means of reaching Lam.

The answer is that Crowley documented in his journal nearly every drug trip. Also all Magickal operations.

Nothing documented indicates that anything (besides Enochian Magick) was used to open his mind to the involved and dramatic introduction to Lam.

Crowley was the quintessential Satanist. So it is quite possible that Lam is a jin or demon. & Crowley opened a portal using Enochian Magick through which Lam came. Crowley had the power 2 close the portal & open it again. L. Ron Hubbard then used magick 2 bring forth Lam & didn't have the power 2 close it again, UFO's then started 2 B seen about a year later. If UFOs R related to Lam, then they R not from outer space, they are from a different plain of consciousness and are likely evil, IMO.

Ron had a way with words and was a very arrogant person concerning his magickal powers, and Crowley wouldn't be above turning folks over to do his dirty work. My main issue with Crowley is he writes his instructions backwards so much, i don't know when to take his words literally, which is a design he has to kill people apparently.

1.  Crowley was not a Satanist (take it from someone who rose to the top ranks of most of Crowley's "known" schools).

2. Crowley raised his consciousness to the Ayre where LAM resides (there was no opening of any "portal" as I can speak of).

3. I cannot attest to Hubbard's use of the Enochian system as his involvement was short lived.

4. Communion with Enochian "Angels" most deffinitely does resemble contact with ET consciousness.

Lam is not the occult name for aliens. Lam was an entity called forth by Aleister Crowley using magick in 1918. The first "valid" reports of a UFOs were in the 1940's and the first "valid" sightings of aliens were in the 1960's. Yes, he does look shockingly like a grey, but since Crowley was a Satanist, Lam likely is a demon or at least something nefarious, if of course Lam even exists.
