because of the guitar and more electronic undertones, I'd probably place tis in a futuristic/retro style city. (like a neo-thirties style future city) while the characters all wear sort of a hybrid between classic thirties clothes (fedoras, suits, etc) but add in some subtle futuristic tech (small comunicators, high tech watches, hovercars, stuff like that) sort of like gotham in the batman cartoon. That would fit perfectly.
