...While his sincerity might be questionable, Atwater did indeed apologize for almost everything he ever did in the Feb 1991 issue of Life magazine. Here's one of the many first person quotes: "While I didn't invent negative politics, I am one of its most ardent practitioners." You can find more with a simple search. Of course, based on your OP, I'm guessing fact checking isn't your specialty.
