The little girl is dressed into a Western holiday costume, whereas the black woman, maybe a tour or event guide, is wearing an authentic local costume. The difference is in authenticity. The girl has a special, exceptional dress, which is designed to entertain a Western person, her ego or her parent's ego, and that's what they are after with trips. It is vulgar and the dress even resembles the Colonial outfits.
