I'm shocked the cops didn't say something to this guy for walking around the intersection while video-recording their mess. That's usually the very first thing cops do in a situation like this. They use any opportunity to take your recording device under some obscure law, especially when the event you're recording makes them look bad. Maybe small town police aren't as bad though.
