No, you can't aparate when you've been hit by the body binding jinx. To aparate requires you to turn on your heels slightly and you can't do that if you can't move. And actually, to them they are aparating but to others they are disaparating. (I'm a huge Harry Potter nerd)

The entire purpose of Seamus placing the bombs was to counter Neville's awesome move in the movie, and make Neville a dependent person once more. That ticks me off, because the entire point of Neville destroying the bridge by himself and slicing Nagini's head off was an awesome moment for him and his fans throughout the years, and this is just insulting that!
