When the vid paused he was driving forwards, there were officers at the end of the spot, maybe he was going to try to ram them, he had been fleeing for so long they thought he must have been dangerous. And adrenaline is an amazing thing, they are police, not soldiers, it takes a ton of training to restrain the impulse like that, when you fear for your life you empty the magazine. just a thought.

Shooting the tires does not stop a vehicle. At best, it might result in some loss of control, forcing the driver to slow down. However, little benefit in this case since the vehicle was on city streets, already being driven at slower speeds.
The only way to STOP a vehicle being driven this way is to either incapacitate it (block it in, run it off the road, etc), wait until it runs out of fuel (accepting whatever damage in the meantime), or stopping the driver.
Oh, come on, guy. You don't have to be a "pig," as you crudely put it, to use a little common sense. Have you never driven a car with a flat tire? It does not stop the vehicle. Indeed, there are videos on this website showing vehicles still going with all tires flat. In any event, if you aim a vehicle at an officer or another driving, walking, or whatever, you're deploying a deadly 2000~3000-lb weapon and should reasonably expect a drastic response.
