Keep in mind that the nuclear plant at Fukushima did not actually sustain major damage from the quake itself. The first videos taken after the quake showed no structural damage. The plant is surrounded by a massive breakwater which significantly reduced the force of the tsunami. First videos showed no structural damage from tsunami either. It was the standard shutdown process which failed that caused this. Sensors are supposed to automatically start the shutdown procedure.

Keep in mind that the nuclear plant at Fukushima did not actually sustain major damage from the quake itself. The first videos taken after the quake showed no structural damage. The plant is surrounded by a massive breakwater which significantly reduced the force of the tsunami. First videos showed no structural damage from tsunami either. It was the standard shutdown process which failed that caused this. Sensors are supposed to automatically start the shutdown procedure.

Yes they did, It was a stupid design which had no concrete containment at the foundation, Even other plants build at the time had this.
Also newer plants have a double layer sandwich of concrete with impermable membrane to for even more protection.
