My understanding is that the amnesty wasn't provided to resolve illegal immigration, but out of ethical and practical responsibility. It wasn't that amnesty "didn't work". Tough there were actions in grenada and central america, in general, the economy was strong until George HW Bush took over. The Cold war ended without a nuke exchange and eastern europe grew into countries with a better way of life for millions.
