The Senate splits up the duties of members for each party. McCain and most Senators are not going to read one specific document, they don't have time to, they receive advice from other Senators in their party who've read it and advise them on what they've read. This is a lame question which only makes McCain and Brownback look bad if you don't understand exactly how the Senate operates. It's designed to deceive the average American, don't fall for it.
