"Necessary and proper" is only used in Article I to define Congress's exclusive powers, including to "Provide for the common Defence and general Welfare of the United States". Ironically, it's a blanket "if it's not here, Congress should decide" provision:
"To make all Laws which shall be NECESSARY AND PROPER for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."
