@5feral It's confusing in the anime, but in the manga it makes much more sense. The General guy has horns just like the Diclonius (not a spoiler, they never reveal that in the anime) and thus wants to overthrow humanity. To do that though he needs Lucy, she is the only Diclonius capable of actually reproducing, the others can only spread the "virus". They were keeping her locked up for that purpose while they ran tests and such.

@5feral It's confusing in the anime, but in the manga it makes much more sense. The General guy has horns just like the Diclonius (not a spoiler, they never reveal that in the anime) and thus wants to overthrow humanity. To do that though he needs Lucy, she is the only Diclonius capable of actually reproducing, the others can only spread the "virus". They were keeping her locked up for that purpose while they ran tests and such.
