@nyuumiester I don't know that he did, but if he did, he's right. Its quite possibly the least romantic pairing in any series ever. The characters make even stereotypically romantic situations, plots, etc. not romantic at all. There's no doubt that the arc of saving Rukia was nothing more than what Ichigo insisted it was: a strong desire to repay what he saw as a debt and rescue his friend.

That being said, it's the best pairing in the series for exactly that reason. They go well.
